Minecraft Render Distance Not Changing

Recently, i noticed that when i play minecraft, in any version, the render distance is seemingly stuck to a max of 16. Hello, i've been having a problem with minecraft. Distant horizon's render distance is different than optifine/vanilla minecraft's, in the options menu there should be a button to access.
