Mobs cannot spawn on any transparent material. To place stairs, use a stairs item while pointing at a surface facing the space the stairs should occupy. They cant spawn on the stair side, but they can spawn on it if the flat side is facing upwards

The only issue, is that the bridge enters the bounds of a nether fort, meaning that blazes, and wither skeletons can spawn on it. Basically, if you can put a torch on it, then a mob can spawn on it.
