If you break off the middle and top blocks, leaving the bottom block in place, it will continue to grow. My sugar cane is still only one block tall. Red stone works absolutely fine when i place it 3.

If that doesn't work it's either a redstone problem (it should be an easy fix) or tge water not transporting the sugar cane correctly (maybe it gets stuck in a place). If you have commands, check the “randomtickspeed”. Also, it’s not water since if there was no water all the sugar cane would break. I’ve set up a simple sugar cane farm.

I'm playing on a public skyblock server and other people's farms are working just fine, except for mine. Sugar cane growth relies on random ticks and has no light or space requirements. The space above the sugar cane is 2 more, so its 5 space from the ground. There are two popular designs for creating gigantic sugar cane farms:
As you can see below, i have a large sugar cane farm out in the sunlight (with added torches) with each block being exposed to water and it simply won't grow,. This makes sugar cane easy to farm as. So recently my sugarcane farm has stopped working entirely. My hypothesis is to stay near it until it grows.
There are two reasons why the sugarcane might not be growing:
If you put a block above with an air gap between it, it will still grow to 2 blocks.
